Alexandria has some special enhancements for skill gain. In order to make it easy for players to work their skills fast so they can spend time playing (instead of working), the enhancements speed the skill gains along while still requiring at least some time requirement.

Instead of an 8x8 system Alexandria breaks up skill gain areas into 5x5. Each 5x5 block will allow up to +0.3 skill gain (or three 0.1 gains) in any one skill for every 5 minutes. This rule only affects skill gains that are 'movement based'.
